Figured I'd share this with the community. I did a mod of OSH for the Fallout setting. Some minor rules changes, a little supplemental material. But, here it is, for your consumption.
Reading it now, looks pretty darn good to me, though I am not familiar with Fallout (I mean I know of it, just never played it).
I especially like the Perks idea. I have always thought there should be a common set of Talents (outside of the classes) that anyone could pick from. Figured this would add some depth and help with campaign development in OSH. Perks sound just about right to me!
Honestly, most should either directly port back to OSH, or do so with minimal work. I do like the idea of being able to customize out of a general pool of Talents. It gives you near infinite customization, with little actual addition.
