I was looking at the card handouts on the PDF and it says that you corner someone at round 7 if you haven't been harmed. What if your impede action was a failure? Or is that implied?

It's (hopefully) implied.
If you failed to impede, how could you be cornering someone in an entirely different arena? -
I was thinking about a situation where you followed them, I guess :)
Does impede get the same reaction attack if you fail the roll? -
Yes. I believe on the move action card, it says if you're impeded then that's when you get a counter-attack.
